Engine stalls when cover replaced on T9.9exrw 1998

Problem; Engine rpm reduces slowly to a stall when the engine cover is installed. When I put the engine cover back on and seal it locked the engine rpm reduces from a 1000 rpm idle to about 400 rpm, sometimes staling. This is an immediate reaction of less than 30 seconds. Alternative make of outboard for Altair 32

Has anyone used any other make or model of outboard other than Yamaha T9.9?
If so, please post details. Also any information regarding horse power increasing modifications.

To Remove the nut. I tried unsuccessfully to find a tool that Yamaha calls a “drive shaft holder”. Yamaha part number YB-6228 . The dealer that I spoke to could not find one of these for me. At this stage I will set this aside and concentrate on removing the drive shaft so I can remove the oil seal housing that is under the water pump.

Here are a few preliminary photos.

Note the Reverse gear may fall out of the bearing housing if you lift it alone. There is a very thin shim that goes on the reverse gear. The paint I use to recoat with is zinc Chromate Professional Primer in a spray can by Scepter Corp.
I dont know if I can coat over this with your Anti fouling but what I used is a primer so maybe it will be ok
