Here's a little trick that has helped us over the years. We have zip lock bags filled loosely with shipping foam peanuts, and we fill-in empty areas inside the fridge as we use up food. Hi, Do you have a pic of your seat belt hold-down? I use a 1" strap with a ratchet lock, but your idea sounds simpler.

You can get a replacement lever and install it, without removing the rest of the unit. Remove the thru bolt that holds all the levers, to remove the bad one. A neat trick if you have the old style lockers with the high sides...cut a piece of large diameter PVC pipe to the length of the front edge, then cut a straight line along the length of the pipe allowing it to slip over the edge of the locker.
