Rainwater drain on hartop gunnel

On my 32 there is a 3/8" drilled hole on each side about 18" aft of the front edge. Was this stock or was it added by a PO?
It drips on the Strataglass and slowly makes a streak. It's not really in the best place. Near the aft edge of the canvas would be better. Larger would also be better. Just wondered.
