Generator raw water pump

I noticed that when I ran the generator I was not getting any water in the intake strainer. I then took a look at the impeller and it looked fine. I started to replace the impeller and noticed that the shaft turned freely when the impeller was removed. I am assuming their is something wrong with the drive gear.
I noticed when looking at a Northern Light video that the gear has a tapered fit to the impeller shaft without a key. My next step will be to remove the pump and hope that the nut backed off allowing the gear to freely rotate on the pump shaft. Has anyone else experienced a similar problem?
We recently had a few days of freezing weather and I tried starting the generator during the freeze. It slowly cranked over. I am assuming this may have been when the problem started. A frozen water pump was preventing the generator from cranking.
